Bring a medium pot of salted water to a boil. Once water is boiling, add pasta to pot. Reduce to a low simmer; cook until tender and floating to the top, 3-4 minutes. Reserve ½ cup pasta cooking water, then drain. Meanwhile, melt 1 TBSP butter in a large pan over medium-high heat. Add tomato paste and Italian Seasoning; cook, stirring, until fragrant and dark red in color, 1-2 minutes. Stir in cream sauce base and ¼ cup milk; bring to a gentle simmer. Cook until slightly thickened, 2-3 minutes more. Add drained pasta to pan and toss to coat. (If sauce is too thick, add splashes of reserved pasta cooking water until everything is coated in a creamy sauce.) Taste and season with salt and pepper. Divide pasta between bowls or plates.
